This study addresses one of the central problems facing contemporary penal
policy. The prison population in England and Wales has been rising steeply and
progressively. Prisons are overcrowded, budgets are stretched to the limit. Despite
this, there has been remarkably little debate about the reasons for this increase,
and whether ways can be found of putting a stop to it. This study is intended to
go some way to filling the gap.
