This has profound implications for both water management and water services in rural and urban areas. The recent National Water Act (RSA, 1998) has established the basis for management of water resources on a catchment basis (for equity, efficiency and sustainability), and the Water Services Act (RSA, 1997) aims to ensure everybody has access to basic water supply and sanitation services.
