In 1995, a tripartite partnership was developed in Kiteto District of Arusha Region of Tanzania to support village based water, hygiene and sanitation initiatives throughout the district. The partnership was formed between KINNAPA, a local pastoralist NGO, the Kiteto District Council and WaterAid, an international NGO. However, after a few years of operation, the partnership began to falter. This paper describes from the viewpoints of each organisation, what in their views were the problems and the most important steps to rebuilding the partnership and also what they see as the possible future pitfalls and challenges to the partnership.
