When future histories of European politics are written, it is likely that the final decade
of the 20th century will be seen to have been dominated by three major developments:
by German unification, by the realignment of central and East European states to the
economic and political norms of the EU and thirdly by EMU. It will be important to
see all three (interconnected) developments set in a broader global context of political
and economic upheaval, of a new and profound uncertainty about fundamental human
ideologies and associated policy priorities.
