This chapter presents the main puzzles addressed in this book, the book’s theoretical approach, and the data on which the research is based on. The chapter first highlights the importance of skill systems for middle-income countries like Turkey and Mexico, which is followed by a discussion on the case countries, Mexico and Turkey, and a detailed explanation on the logic behind studying these two countries. The chapter then introduces its multi-level research approach and explains the three main lines of inquiry carried out in the book. It finishes with a summary of the book’s main arguments, an outline of its chapters, and the book’s contribution to the debates in different literatures.
