In this paper we undertake a general comparison between PSP in the irrigation and watsan sectors in Mexico in order to gain a better understanding of the reasons why the nature of private sector participation in these sectors diverge so strongly. Moreover, we try to assess under what conditions, solutions facing these two sectors would be similar.
