What role for the consulting engineer

This paper discusses the fundamen­tal changes that have, and are taking place, in the role and uses of environmental and public health consulting engineers to help provide services for the benefit of recipient communities. Reference is made to the shortcomings of some of the present procedures, and comments are presented on the changes which could lead to overall benefits to users.
