An optical theorem for the scattering of volume and Rayleigh waves by surface inhomogeneities is obtained,
relating the total scattering cross section to the scattering amplitudes in definite directions. Comparisons are
made with the case of an unbounded medium. Aspects of the practical application of the results are discussed.
