EU Battery Regulations 2023: UK Readiness for Battery Passports and Smart Labelling - A survey of UK-based organisations and those that supply to the UK/EU

With a better understanding of the EU’s new battery legislation (2023) and evidence of capability gaps, the UK battery manufacturing and producer ecosystem can better prepare for the forthcoming requirements. This report provides a readiness snapshot across product types, supply chain tiers, and phases of the product lifecycle, enabling industry bodies, businesses, and researchers to develop future strategies, roadmaps, R&D topics, and change management plans. It can also contribute to UK policy consultation on whether to parallel the EU’s regulatory activities and to perform an evidence-based approach for policy design and impact assessment.

Findings are based on 80 responses to a national online survey. 21 responses were from Large organisations, 28 from Medium, 23 from Small Enterprises, and 8 from Micro businesses. A detailed breakdown of the demographic of respondents can be seen in Appendix A. The survey ran from 3rd February to 3rd March 2023. The survey was advertised via email to organisations listed on the UK’s 2021 Public Register of Battery Producers, Compliance Schemes, and Battery Treatment Operators / Exporters (part of the Environmental Agency’s National Packaging Waste Database), and to members currently participating in the UK’s battery regulations consultation development process.

This report starts with some key insights, providing a summary of the survey responses, followed by some recommendations and suggestions for further research. Section 1 provides an overview of the new EU regulations and Section 2 gives a background to the research project and details of the survey instrument. The detailed survey results are provided in Section 3 (respondents), Section 4 (awareness of the regulations), Section 5 (ability to meet the information requirements) and Section 6 (Data, ICT and workflows in organisations).
