MECS Programme has developed a briefing note and its abbreviated version, a brochure, which are outcomes of the high-level discussions held during the conference “The eCooking and Modern Energy Planning“, organized by Climate Parliament and the Modern Energy Cooking Services (MECS) Programme from 31 January to 2 February 2025 in Lilongwe, Malawi. The event brought together thirty-five Members of Parliament (MPs), seven energy regulators from across Africa, South-East Asia, and Latin America, along with speakers from partner organizations and key stakeholders. MPs and interested policymakers are encouraged to begin with the brochure and then refer to the briefing note for a more comprehensive understanding of the subject matter.

These resources aim to strengthen MPs’ understanding of the transformative role that electric cooking and carbon financing can play in achieving both climate and development goals. They explain how carbon financing—by rewarding emission reductions as tradable credits—can help scale up electric cooking, while addressing several Sustainable Development benefits. The materials emphasize how aligning electric cooking and its carbon financing with national policies, such as Nationally Determined Contributions (NDCs) and Long-term Low Emission Development Strategies (LT-LEDS), can enhance climate ambition and ensure integrity.

The materials introduce practical tools, such as the World Bank’s Clean Cooking Planning Tool, highlight the importance of accurate data, and explore opportunities for fair revenue sharing and transparent regulation under the Paris Agreement. MPs are encouraged to engage communities and fellow policymakers through targeted questions to ensure that electric cooking is effectively integrated into national climate strategies and carbon market frameworks.
